Pour water and milk into a saucepan, add salt and cut pieces of butter. Place over medium heat and cook until the butter melts. Remove from heat and stir in the flour.
Return to heat and cook, stirring constantly, until the dough forms a ball and a crust begins to form on the bottom, about 2 minutes.
Remove the pot from the heat, transfer the dough to a bowl. Add the eggs one at a time, mixing after each until fully homogeneous with a spatula. If you are using a stand mixer, mix on the lowest speeds. A regular mixer with whisks is not suitable. Constantly monitor the consistency – the dough should not become too liquid. To be safe, it’s better to beat the last egg with a fork and add it in parts. The dough should be smooth and shiny.
Transfer the dough to a pastry bag with a "Open Star" tip and pipe onto a baking sheet lined with parchment or silicone in the shape of rings.
Send to a preheated oven at 180 °C and bake until dark golden, about 30-40 minutes.
Prepare the cream.
Pass the cottage cheese through a sieve.
Beat the butter with powdered sugar until creamy. Add the condensed milk and beat again.
Add the cottage cheese.
Beat until homogeneous.
Cut the rings in half lengthwise. Pipe the cream onto the bottom half and cover with the top half. Lightly sprinkle with powdered sugar.
