Dip the cabbage into it, pour boiling water from the pot into the hole from the pith with a ladle. Keep until the upper leaves start to come off the sprouts easily. Take the sprouts apart into leaves. Boil the rice until half-cooked in salted water. Chop half of the onion finely, cut the rest into half-rings. Grate carrots on a coarse grater. Finely chop the sweet pepper. Put the stuffing into a bowl. Add rice, sweet pepper, finely chopped onion. Salt and pepper to taste, knead. Wrap the minced meat in cabbage leaves. Heat 2 tbsp of vegetable oil in a saucepan or duck pot over medium heat. Put onions and carrots and fry, stirring, for 5-7 minutes. Add tomato paste and tomatoes in their own juice. Stew for 5 minutes. Add stuffed cabbage, add water so that it barely covers the top layer of stuffed cabbage. Salt to taste. Bring to a boil and stew under a lid on low heat for about half an hour. At the end add finely chopped garlic and dill, remove from the heat and let stand for 10 minutes. Serve with sour cream. Bon appetit!
